In 2000 the US Forest Service awarded a Rural Community Development Grant to assist people living in the unincorporated areas of Mill A, Willard, Cooks and Chenowith, Washington to organize a series of meetings and develop a Community Action Plan. Working together to solve issues while maintaining the area's rural character and quality of life, residents produced a plan that focused on three critical concerns: Community Development, Emergency Services and Economic Growth. A number of ideas were generated to help address chronically high unemployment, rural isolation, fire danger, lack of communication with government agencies and other concerns. A part of the plan called for the formation of a volunteer group of residents to help put these ideas into effect.
As a result, the Mill A Community Action Committee (CAC), a non-profit tax exempt corporation, was established in January of 2003. 501(c)(3) status was granted in 2004 by the IRS. All residents of the area are considered members of the committee. As an independent group, the CAC is not a governing body. Its focus is supporting residents in local decision making, planning community events and activities, and serving as a contact point with county, state and federal agencies.
