Emergency Voucher Program Part of our mission is to provide short-term relief while looking at long-term solutions. HOPE offers short-term relief by funding and administering an emergency voucher program that provides temporary shelter, food or gasoline for people in short-term emergency situations. This program has been running non-stop since 1990 and provides more than 900 instances of assistance a year. The program's funding began in the form of a walk ("The Walk of HOPE") and contributions and has since branched out to include federal and state grants. Participating providers include Prater's Motel, Safeway, Carson Chevron, Marina Chevron, Vagabond, Dell-Mart
